High rates of retention in treatment, housing stability, and community tenure were attained, and all but the most severe substance users appeared to gain these benefits. While the intervention appears to be an effective means of retaining in services and monitoring such difficult-to-treat and costly populations, it did not yield high rates of abstinence and social benefits in severe users.",

note = "Funding Information: Delaware is one of several states that has systematically replicated the Training in Community Living (Stein and Test, 1980) model on a statewide basis as a core element of the community support system for persons with serious mental illness (Meisler, 1991; Meisler, Detrick and Tremper, in press). The experimental intervention in this study, a program named {"}Connections,{"} was established in urban Wilmington in 1988, as the first of twelve TCL programs developed to date in Delaware. Controlled studies of the TCL approach suggest that the system can yield significantly better outcomes in measures of community tenure and social function than in clients receiving less comprehensive and coordinated care (Marx, Stein, and Test, 1973; Stein and Test, 1980; Mulder, 1982; Hoult and Reynolds, 1984; Test, et al., 1992; Muijen, et al., 1992). During the first two years of its operation, the experimental intervention in this study was partially funded by a U.S. Department of Labor grant under the Stewart B.McKinney Homeless Assistance Act, Job Training for the Homeless Demonstration Program. Thus, the program's mission from its inception has been to provide permanent housing and employment opportunities.",
